Is the ability to use the right combination of colors a scientific activity, something inherent in human being, instinctive behavior, or (hopefully) for me, an art that one can learn through diligent study?

Using a photo of something in nature is a good idea to get a color scheme. I've not done it, I sort of approach color in a spontaneous way. But I love color so, I don't think I have any plain black text on white background pages anywhere in my pages.
The option for color is so easy with htmling, why not enliven the pages?
